摘 要:文章采用问卷法和访谈法,以2012年11月在国家教育行政学院学习的第2期全国学前教育管理者高级研修班学员为调研对象,对"国十条"颁布两年来我国学前教育发展的状况进行了调研。调研结果表明:经费投入和师资问题仍然是困扰学前教育发展的突出问题。具体表现为:经费投入与学前教育快速发展需要的矛盾、学前教育发展目标与工作基础薄弱之间的矛盾、经费支出结构、教师编制不足、民办幼儿园教师流动性大、幼儿教师持证上岗要求难以如期实现等问题。针对上述问题,结合调研对象提出的意见,提出政策性建议。This paper is an investigation on the current conditions 9f the development of Chinese pre -school since China promulgated ten policies about pre -school education in 2011 ,using question- naires and interviews and taking students of the 2nd national advanced seminar of pre - school edu- cation administrators as the research objects. Survey results show that the funding and the teachers are still outstanding problems plaguing the development of pre - school education. The concrete man- ifestations are as following:contradiction between funding and fast development of preschool educa- tion, contradiction between pre -school education development goals and weak work foundation, and structure of financial expenditure, inadequate preparation of teachers, and private kindergarten teach- ers' mobility, are difficult to meet the requirement which all of the kindergarten teachers have certifi- cates, etc. In response to these problems, combined with views put forward by research object, the pa- per makes policy recommendations.
