摘  要:高校科研评价结果是衡量高校办学水平的重要指标,也是高校对各项科研活动实施有效管理的重要手段。然而,我国高校当前的科研评价制度在质量导向、评价标准、评价过程等方面存在诸多失范现象,对高校科研产生了不少负面影响。文章在充分认识和分析这些问题的基础上,就改进高校科研评价工作提出了树立科学的质量观、实行分类科研评价、建立中长期考核制、完善科研评价机制、逐渐实行代表作制等对策建议。Undoubtedly, university scientific research evaluation has positive values in reflecting the nature of sincerity and in- novation in research, in providing services for decision - making in university research management, in stimulating teachers' en- thusiasm in scientific research, and in enhancing national innovation. However, there are a lot of anomies in terms of quality- oriented, evaluation criteria and evaluation process in current university scientific research evaluation system, which has led to many negative effects in university scientific research. On the basis of the analysis of these problems, this article puts forward some solutions, namely, to establish the scientific concept of quality, to implement classification of evaluation, to carry out me- dium -and long- term assessment system, to improve research evaluation mechanism, and to put into practice gradually repre- sentative works system.
