返乡农民工参与乡村旅游开发多维价值与完善建议

摘　　要：返乡农民工具有独特的文化特质,其参与乡村旅游开发具有旅游、经济和社会等多维价值,但也存在发展资金短缺,基础设施落后;理论知识欠缺,服务技能偏低;单户分散经营,集群发展不够;就业认知偏差,职业认同感低等问题。应发挥政府作用,广辟融资渠道;加大培训力度,积极笼络人才;农户联合经营,整合资源优势;提供创业机会,更新就业观念,以让乡村旅游的发展成果惠及返乡农民工,从而探寻农村剩余劳动力有效转移的方向与路径。The countryside - returning farmers have unique cultural characteristics, and their participation in rural tourism de- velopmeut has tourism, economic and social values, hut also exists the following problems ： the shortage of development funds, the poor infrastructure, the lack of theoretical knowledge, the lower service skills, the decentralized management of single family, the insufficient cluster development, the cognitive bias of employment, and the low identification of profession. In order to benefit the countryside - returning farmers by the development of rural tourism, and explore the direction and path of effective transfer of rural surplus labor, some suggestions were proposed, such as playing the role of government, broadening financing channels, increasing training force, attracting talented persons, cooperative operation of rural households, integrating resource advantage, providing en- trepreneurial opportunity, and updating the concept of employment.
