国有保险公司集中采购管理的合规风险研究

摘　　要：集中采购管理作为企业供应链管理的重要组成部分,在支持保险公司业务发展和强化内控管理方面具有重要作用。本文以某国有保险公司为对象,通过构建模型,采用问卷调查的方式收集了集中采购管理中影响合规风险因素的数据,运用实证研究的方法对保险公司集中采购管理的合规风险进行了分析,结果发现,保险公司集中采购合规风险可以分为需求风险、供给风险、采购操作风险、财务操作风险、监管操作风险及制度风险六个方面,同时在调研中发现各采购参与者对采购合规风险的认识度和关注点是不相同的。因此,加强集中采购管理的合规风险管理需要建立风险沟通机制,并从公司层面进行全面风险管理。Centralized procurement management is a vital component of enterprise＇ s supply-chain management, which functions significantly in insurance company＇ s business operations and internal control management. The au-thor selected a big state-owned insurance group as its research object, collected the data which probably would affect compliance in the process of centralized procurement management through the means of questionnaire, and a- dopted the empirical methods to analyze the compliance risks. It demonstrated that the compliance risks of central- ized procurement mainly rooted in demand risks, supply risks, financial operational risks and institutional risks. The research also revealed that various participants in the procurement process perceived compliance risks differently. Therefore, this thesis suggested to set up a risk communication mechanism and conduct comprehensive compliance control overall departments.
