摘　　要：碳排放权交易制度是当下我国在气候变化语境下而尝试的应对策略之一。在构筑碳排放权交易制度的进程中,我国政府必须要选择和确立碳交易配额的分配方式。本文探讨了不同碳配额分配方式的政策考量,同时分析了我国国内和国际层面的现实因素,进而对我国应当确立的分配方式提出了建议。Carbon Emissions Trading Scheme is one of China＇s attempts in response to the global climate change. During the construction of such a system, Chinese government must work out a proper way to allocate the overall carbon trading quota. This paper probes into policy aspects of different allocation meth- ods, analyzes practical factors both at domestic and intemational levels, and pro- poses suggestions for a low-carbon allocation method that China should make use of.
