摘　　要：人才资源是海峡西岸经济区产业发展的重要生产要素。海峡西岸经济区人才集聚已经取得一定的成绩,但海峡西岸经济区在人才引不进、留不住人、用不上人方面的问题仍然突出。分析海峡西岸经济区人才集聚的必要性与紧迫性,建议通过搭建人才集聚平台、创新人才引进机制、制定积极的人才流动政策、营造良好的生活社会文化环境、积极引进海外人才及华人人才群体等人才集聚措施,从而推动海峡西岸经济区产业的发展。Talent resource is the important resources of the industry development in the Economic Zone on the West Side of the Straits. Now, the west side of the Straits Economic Zone has made great achievements on talent accumulation. However, problems still exist： the talent introduction work is still not ideal; the talent cannot be introduced, kept and utilized. Based on talent accumulation status, analysis on its Urgency and necessity, we can promote the industry development in the Economic Zone on the West Side of the Straits by building talent accumulation platform, innovating the talent introduction mechanism, creating a favorable policy environment, building a good living environment of social culture, and introducing overseas talents and Chinese talent groups.
