新公共服务视域下社会管理创新的研究

摘　　要：对公民权的重视是实现社会管理创新的前提。重视公民权要求政府不仅仅关心公民的短期利益,更要对公民权有一个理性的认识,即公民有获取自己合法利益的权利,也有承担公共事务的责任。以公民权为核心理念的社会管理并非社会控制,而是实现"以官为本"向"以民为本"转变,使人民群众在社会管理中真正处于主体地位,政府通过制定社会政策、法律制度规范,引导、支持、服务公民参与管理。公共行政服务的根本是为公民实现其角色、承担其责任提供服务,以达成官民对国家和社会的共同管理。政府与公民之间是一种协作和信任的关系,并非是简单的控制和承诺。社会中出现多元化的、不确定的社会问题时,公共行政服务不是简单地对不同声音做出承诺,而是要依靠与公民的协作和信任的关系,把公民组织起来相互理解、协商解决问题。Taking the citizenship seriously is a premise to realize the social managemental innovation. Thinking highly of the citizenship requires the government not only concerns the short--term interests of citizens, but also has a rational understanding of citizenship. Citizens have rights to access their own legiti- mate interests and responsibilities to bear the public affairs. The social management that regards the citi- zenship as the core idea is not a social control. It realizes the change from ＂official-oriented＂ to ＂people-ori- ented＂, and makes the people truly in the ownership position in social management. At the same times, the government guides, supports and services citizen participation in management through the establish- ment of norms of social policy and legal system. The core of public administration services is to provide services for citizens to realize their roles and bear their responsibilities. Finally, the government and the people can manage together the state and society. The relationship between the government and the citizen is cooperation and trust, not simple control and commitment. When the diversified and uncertain social problems appear in society, the public administration services is not simply to make a commitment to a dif- ferent voice, but to rely on the relationship of cooperation and trust between the government and the citi- zen, to organize citizens to achieve mutual understanding and to resolve the issue deliberatively.
