摘　　要：中小企业在我国国民经济发展中具有举足轻重的地位,然而,由于中小企业经营规模较小、盈利能力不高、抗风险能力较弱等原因,使其无法通过有效的外部融资途径获得资金。为了从根本上解决中小企业的融资难题,本文在总结现有中小企业直接债务融资的作用和存在问题的基础上,提出了优化中小企业融资模式、借助地方政府财政实力推动中小企业在资本市场直接融资的新路径。Small and Medium Enterprises （SMEs） have played an important role in the development of China＇s economy. However, it is very difficult for SMEs to obtain funds through external financing channels because of their smaller scale of business, lower profitability and poorer anti-risk ability. In order to solve these financing problems, this paper proposes a creative method to promote SMEs＇ bond financing mechanism, which is boosted by the financial support of the local government.
