摘　　要：从江苏创新创业人才的实践入手,借助SWOT分析模型系统分析影响江苏创新、创业人才流动的各类要素,并从政府引导人才流动的角度分析当前创新创业人才流动的现状及存在的主要问题。在此基础上,以奠定企业引才主体地位的角度提出人才国际化背景下完善创新创业人才流动机制的对策建议。Starting with the study of Jiangsu＇ s innovation talents practice, and with the help of SWOT analysis model, this paper analyzes many essential factors which influence the flow of innovation talents systematically, and then, describes the flow status and the problems from the perspective of government＇ s leading position in innovation talents＇ flow. Based on the analysis above, aiming at the problems of how to settle the enterprise＇ s leading position in innovation talents recruitment, the author brings forward the suggestions to perfect innovation talents flow mechanism under the background of talent global- ization.
