摘　　要：信息是知识的载体,突发事件发生前后伴随着海量信息。结合知识管理和系统科学理论提出并界定应急管理知识系统的概念,系统分析应急管理过程中的知识及知识活动,对系统中的知识主体进行描述和分类,构建由知识子系统、知识主体子系统和支撑子系统等三个模块组成的应急管理知识系统体系结构,为应急管理知识系统的进一步研究构建基本的理论框架。The process of emergencies is associated with the presence of mass information. Information is the carrier of knowledge. Combining with knowledge management and system engineering, this paper defined the concept of knowledge system of emergency management （KSEM） and analyzed the type of knowledge and knowledge bodies in KSEM. The archi- tecture of KSEM including knowledge subsystem, knowledge body subsystem and base subsystem was finally presented and laid the foundation of researching further on KSEM.
