摘　　要：本文基于最大秩距离码 ,提出了一种新的 Niederreiter公钥密码系统 ,讨论了它的可行性及安全性并予以证明。A new kind of Niederreiter public key cryptosystem based on maximum rank distance codes is proposed.The feasibility and security of this scheme are discussed and proved.
