摘  要:通过对淮河干流行蓄洪区及其进退洪工程现状的调查研究,结合1991年、2003年和2007年大洪水期间的实际运用情况,综合分析了水闸和口门两种进退洪方式的行洪能力、调度运用和运用风险等情况,由此得出结论,认为在淮河干流行蓄洪区内以水闸方式进退洪,可以更有效地分泄淮河洪水,调度运用更为灵活,对降低淮河洪峰、确保淮河中下游地区防洪安全起到重要的作用。A comprehensive analysis is made on two types of flood storage and detention works, i.e. water gate and outlet, for understanding flood discharge capacity, operation and associated risks, based on investigation of current situation in the mainstream of Huaihe River and experiences during the big floods in 1991, 2003 and 2007. It is concluded that using water gate to return floodwater can make effective discharge of water from retention areas, which is more flexible and beneficial for reducing flood peak and ensuring flood safety in the middle and lower reaches of the Huaihe River.
