摘　　要：目的　为了探索医院管理运行新模式 ,提高医院服务能力与水平。方法　引进发达国家业务部制管理模式 ,并加以实践的方法进行研究。结果　实现了院长对一线的直接指挥 ,精简了管理人员 ,建立了符合国情、市情、院情的责权利统一的激励与约束相结合的内在机制 ,促进了医院全面发展 ,提高了医院的两个效益。结论　业务部制只有在市场经济环境下方可实践和发展并逐步完善。实践也证明大胆吸收和借鉴人类社会创造的一切文明成果是英明的决策。Objective To explore a new mode of hospital management so as to enhance the service capability and level of the hospital. Methods A study was conducted by introducing the management mode of vocational department system from the advanced countries and putting it into practice. Results The following results were achieved: realization of the direct command of the forefront by the president; reduction of administrators; establishment of an internal mechanism of incentives combined with restraints, with unified responsibilities, powers and interests, a mechanism which tallies with the conditions of the country, the city and the hospital; promotion of the overall development of the hospital; and improvement of the hospitals social and economic benefits. Conclusion The vocational department system could be implemented, developed and perfected only in the setting of market economy. The practice also shows that it is a wise policy decision to boldly absorb and use for reference all the achievements of civilization attained by mankind.
