摘　　要：本文运用构建的高等教育人力资本和产业结构优化升级测评的指标体系,对2000-2009年间我国高等教育人力资本与产业结构优化升级的状况进行测度。利用测度的数据实证分析高等教育人力资本对产业结构优化升级的作用,得出结论:高等教育人力资本对产业结构优化升级具有明显的促进作用。根据结论提出了我国以高等教育人力资本为依托加快产业结构优化升级,进而加快经济发展方式转变的政策建议。This article to use to build the human capital of higher education and industrial structure optimization and upgrading of evaluation index system, to measure the status of higher education human Capital and industrial structure optimization and upgrading of 2000-2009. And then measure the data empirical analysis of the role of human capital of higher education to upgrade the industrial structure, concluded： Human capital of higher education on upgrading of the industrial structure has the obvious promoting effect. According to the conclusions propose that in our country human capital of higher education as the basis to speed up the optimization development mode shift of policy recommendations. of industrial structure upgrade, thus accelerate the economic
