摘　　要：中国大陆科研机构组织繁杂、科研资源重置浪费、科研经费分配不均及产业科研经费投入不足等问题,迫使中国大陆科研机构面临改革。改制后的科研机构仍面临一些未解难题。台湾工业技术研究院采用公办民营方式,有效整合台湾产学研资源对共性技术研究发展,也大幅减轻产业投入不足的压力。借鉴台湾工业技术研究院角色扮演模式,提出更好地发展共性技术的建议。Due to over located research organizations, China has suffered many problems, such as waste research re source, research budget shortage and so on. These force the research organizations to reform. Unfortunately, the inefficien cy of public research organization and lack of private investment in general technology is still put under spotlight. Taiwan Industrial Technology Research Institute has played the role of Taiwan＇ s general technology development. It tries to in tegrate Taiwan＇ s industry research ＆ institution and re allocated research resource. The paper recommends some sug gestion that the domestic research institution mav learn and improve the efficiency in generic technology development.
