摘 要:结合圩区实际情况,以圩区自身和小(Ⅰ)型以上泵站为评价指标,建立了基于层次分析法的防洪减灾能力评价指标体系,并以杭嘉湖某圩区为例,采用专家评价法评价圩区的防洪减灾能力。结果表明,该圩区防洪减灾能力较弱。根据评价结果,找出了圩区防洪减灾能力的薄弱环节,并有针对性地提出了提升防洪减灾能力的可行性建议。According to actual situation of polder areas, the polder areas and pump stations above small ( I ) scale were considered as the evaluation indexes to establish the evaluation index system of flood con- trol and disaster reduction ability by analytic hierarchy process. Taking the polder area in Hangjiahu plain for example, the expert evaluation method was used to evaluate the ability of flood control and disaster re- duction. The results indicated that the ability of flood control and disaster reduction was weak, and weak- ness links of disaster reduction ability were presented. Relevant feasible suggestions were proposed.
