摘　　要：以全球经济波动为契机,我国在国际人才流动中的主被动关系开始易位,外籍人才的规模迅速扩大,主要包括外国专家、外国专业技术人员("洋打工")和在华外国留学生三支队伍。在和平崛起进程中,我国需要构筑高度开放、兼容的国际人才高地,吸引包括外籍人才在内的各类优秀人才,但也需要根据中华文化特质及国家利益诉求,从国家政治与战略安全、就业竞争与经济安全、文化认同(知)、社会融入等四个维度着手,进行前瞻性的风险评估与预警机制建设研究。China turns to be more active and positive in the international Rencai market for the sake of global economic wave, and so the scale of foreign Rencai expands rapidly, which is made up by foreign experts, foreign professionals （ foreign employees） and foreign students. China is not the country of immigrants in the history, while now China has to setup the international Rental platform and absorb various excellent rental. At the same time, China has to set up the risk assessment and early-warning mechanism in the dimensions of strategical and political security, employment compe-tition and economic security, cultural identity （acknowledge） and social inclusion.
