摘　　要：新时期构建流动人口动态管理模式以掌握流动人口动态信息,应成为公安机关社会管理创新的重要内容,也是应对以往流动人口静态管理模式之不足的必然之举。公安机关在构建流动人口动态管理模式的过程中,须从树立新的管理理念着手,适应社会管理创新的新需求,通过管理制度、管理手段与管理体制的创新来实现,从而提升公安机关流动人口服务管理水平,最终实现流动人口的安居乐业。In the new period, constructing a dynamic management mode of floating population for the floating population dynamic information, should become an important part of the innovation of social management in policing, and also an inevitable response to the previous lack of static population flow management model. In this process, the police must begin from setting up new management ideas, adapting to the new requirements of social management innovation, to achieving the innovation of management system, method, institution and structure, so as to enhance the service level of floating population management in policing, and finally, to realize the goal of making floating population live and work better.
