摘  要:为降低航班运行延误、提高航路资源利用率,从空管部门和航空公司协同角度研究空中交通开放区域战术控流问题。引入协同决策理念和航路配流思想,考虑航路瓶颈点容流关系和航空器时间间隔标准,整合空中等待和改航等策略,研究建立了开放区域航路网络交通流模型,给出了协同控流策略及其执行程序。采用实际航班运行数据,对所提方法进行了仿真验证。结果表明,用于仿真验证的30架航班总延误时间降低了17.7%,不仅有效减少了航班延误、充分利用了航路资源,而且提高了航空公司参与决策的自主性与积极性,有利于区域航路交通流协同优化控制。To reduce flight delays and improve the airspace resources utilization, we study the open area airspace tactical flow control problem between ATM and airlines with the view of collaboration. First, we propose an air route collaborative flow control strategy with the relation between the flow and capacity in the capacity-constrained air route point, as well as the CDM( Collaborative Decision Making)concept. Then, based on the principle of aircraft time interval, we also propose a bottlenecks flow control strategy via bring in an air route flow quota method, integrated synthesizing waiting in the air and diversion strate- gy. The model minimizes the total flight delay cost of capacity- constrained airports in the network system. Finally, with actual flights data, the method is verified. Test results show that the method can be used to reduce 17.7% delays of 30 flights, make full use of the capacity of area airspace and improve the air- lines' autonomy and enthusiasm in decision- making mization control of the area airspace traffic flow , and eventually help realizing the collaborative opti-
