摘　　要：中国专利信息服务业处于发展初期,建立其规范是提高服务水平与质量、保障行业良性发展的有效手段。从系统论视角,对专利信息服务规范进行环境、问题、目标与结构分析,基于此建立战术型专利信息服务规范体系的模型架构,提出采用"共性、个性分离展现、结合应用"模式构建专利信息服务规范体系。其中,融合时间维、逻辑维、知识维等三维模式构建专利信息服务内容分规范,以分级管理原则建立人员规范与机构规范,最后提出实施对策。China＇s patent information service industry is in its infancy.Establishing Patent Information Service Specifications is an effective means for improving service quality and promoting industrial development.Based on system theory,the tactical Patent Information Service Specifications（PISS） system is studied by ＂ General-Part＂ Model architecture based on analysis of environment,problem,objectives and structure of PISS.Of the PISS system,seven sub-specifications are researched by a 3-D model integrating the logic dimension,time dimension,and knowledge dimension.Adopting grading principles,Service Agency and Service Staff Specifications are also set up.Finally,implementation countermeasures are proposed.
