面向电子治理的信息保障制度研究——基于美、英两国的经验分析

摘　　要：认为电子治理的有效运行离不开信息保障制度建设,是由电子治理与信息保障制度的内在联系所决定的。美国、英国是西方发达国家电子治理建设较为完善的典型代表,它们所构建的信息保障制度对我国有极大借鉴意义。根据美国、英国二个国家面向电子治理的信息保障制度的比较显示,我国应分别在门户网站的信息公开集约化、电子公共服务公民化、参与网络构建、数字鸿沟缩减等方面进一步完善信息保障制度。Determined by the inner link between electronic governance and information guarantee system, the effective operation of elec- tronic governance is indispensable to the construction of the latter. Typical of the perfect construction of electronic governance among the western developed countries, the information guarantee systems in the United States and Britain have great significance to China. Based on a comparison of the information guarantee systems in the two developed countries, China should perfect its information guarantee system from aspects including the intensification of information disclosure in the portals, the citizen orientation of electronic public service, the construction of participation network, and the effective bridging of digital divide.
