摘 要:采用资源环境基尼系数法,选取太原市"十一五"末工业SO2排放、能源消耗和水资源消耗作为评价指标,计算出其资源环境基尼系数,并以绿色贡献系数来判断资源消耗和污染物排放的不公平因子,对太原市资源消耗和污染物排放的公平合理性进行评价。结果表明,工业SO2排放处于两极分化状态,能源消耗处于极度两极分化状态,水资源消耗处于相对合理的范围内;太原市10个辖区、地市资源环境的分配差异较大。In this paper, resource-environment Gini coefficient (Gre) is used to evaluate the equally rationality of resource consumption and pollutant releasing. The energy consumption, industrial SO2 emission, and water consumption at the end of "1 lth five-year plan" in Taiyuan are chosen to calculate Gre. The green contribution coefficient (GCC), the ratio of economic contribution rate to the pollu- tant discharge rate and resource consumption rate are applied as the bases to judge the unfair factors. The result shows that industrial SO2 emission and resource consumption are in the condition of polarization, but the water consumption is relatively reasonable. Be- sides, it suggests that the differences of distribution of the resource and environment among the 10 areas of Taiyuan are large.
