摘　　要：医改是一项长期艰巨的工作,它涉及到医保基金、医疗机构和患者等多方主体利益关系,其中医保基金是医疗保障体系的基础支撑,贯穿于医改的始终,对于医改而言具有连接、贯通和牵引作用,故以医保基金改革为中心来推动医改的深入进行,就可以很好地利用其导向作用和以小搏大的杠杆原理,撬动和推进医改安全地蹬过深水区,取得长效良性发展的效果。Healthcare reform is a long-term hard work, which involves various interest parties such as medi- cal insurance fund, medical institutions and patients, etc., among which medical insurance fund is the basis of medical security system throughout the process of heahhcare reform, and it has connecting and leading role in healtheare reform. Therefore, if we focus on the reform of medical insurance fund and deepen heahhcare reform, we can make good use of its and guiding role and lever principle, leverage and promote healthcare reform through deep waters safely, and achieve the effects of long-term healthy development.
