摘　　要：为实现培养目标,适应各地人才战略的要求,各高校根据原国家教委制定的《规定》或教育部的《规定》,结合各自学校管理的实际,总结各自多年来办学的经验,经过研究和论证,先后制定出各自的学籍管理实施细则和学生违纪处分办法等校规。这些校规,对学生工作起到了一定的规范作用,保障了校园的安全稳定。但某些方面与《规定》的不一致及不足,不利于保障大学生受教育的权利。然而,随着社会的发展,教育事业的进步,国家法律、法规和部门规章的更新,这些校规也要与时俱进,修改完善。In order to realize the educational goals and cope with the talent strategy,based on the Regulation formulated by formal National Education Committee or the Regulation formulated by the Ministry of Education,each of the high education institutions has published student registration regulations and disciplinary measures,combined with real situation and former experience.Those regulations,to some extent,have regulated the student affairs and guaranteed the safety and stability.But some aspects are not in accordance with the national regulations,which are not good for guarantying the right to education of the university students.At the same time,along with with social development and improvement of education system,those regulations shall be also modified and updated in accordance with the national laws,regulations and department rules.
