摘　　要：公民参政文化系统是处于一定外部环境中,由物质层、行为层、制度层以及精神层构成的层次结构。目前我国的公民参政文化系统体现出物质层面现代化、行为层面多样化、制度层面规范化、精神层面主流化的特征,同时也存在物质条件不均衡、行为不理性、制度不健全、精神层面不深刻等问题,必须针对性地采取措施加以完善。The system of citizen political participation culture in a certain external environment is a hierarchy composed by the material layer,behavior layer,institution layer,and spiritual layer.At present,the system of citizen political participation culture in China reflects features such as the modernization on material layer,the diversification on behavior layer,the standardization on institution layer,and the mainstreaming on spiritual layer.There are also problems such as the uneven material conditions,the irrational behaviors,the unsound institutions,and the superficial spiritual layer,which should be improved by targeted measures.
