摘　　要：社会公平保障系统是由权利公平、机会公平和规则公平三个要素相互作用构成的有机整体,并且每个要素自身又成为一个子系统,分别有三个要素构成。这些要素以及子系统要素间的相互联系、相互作用构成了社会公平保障系统。社会公平保障系统具有整体性、有机性、动态性和目的性等特点,建立和完善社会公平保障系统需要树立社会公平的整体性观念、完善制度机制建设、实现社会公平的协调发展以及加强政府的统筹兼顾工作。Social justice safeguard system is by the right equity,opportunity equity and regulation equity interaction among three elements constitute organic whole,and each factor itself has become a subsystem,composed of three elements respectively. Among these elements and subsystems are interrelated and interactional. They make up the social justice safeguard system. The characteristic of social justice safeguard system is holistic,organic,dynamic,purpose and so on. Building and improving social justice safeguard system need to establish the integrity of the social justice concept,perfect the institutional mechanisms construction,realize the coordinated development of social justice,and strengthen the government’s unified planning work.
