食品生产经营者与监管者的博弈——基于多种均衡的分析

摘　　要：针对食品生产经营者同监管部门之间存在的博弈,以及博弈在现实中存在的多种均衡,对多种均衡及其产生条件进行了分析,并对影响均衡条件背后的制度因素进行了探讨。提出要解决食品安全问题,应改变食品生产经营者和监管部门在博弈中的支付函数,促使他们的行为选择更加有利于实现整个社会的食品安全,使国家和消费者需要的优等均衡替代危害国家和消费者利益的劣等均衡。Aiming at the game between food operators and government regulators as well as the multiple equilibriums of game in reality, multiple equilibriums and its production condition are analyzed. The factor of institution behind equilibriums is also discussed. In order to solve the problem of food safety, the payoff functions of food operators and government regulators should be changed to promote their strategies beneficial to the food security of the whole society, so that the superior equilibriums needed by the state and consumers can replace the inferior ones which harm their interests.
