摘　　要：教育公平是社会公平的基础,实现教育公平是党为我国在新时期发展提出的新的目标和任务。当前,我国面临着教育条件、主体和客体等诸多层次的教育不公平问题,这些问题在西方经济发达的国家同样存在。文章以美、英两国实现教育公平的成功经验作为借鉴,以公共教育财政法律制度作为突破口,论证了有效的公共教育财政法律制度才是我国当前解决教育不公平,促进实现教育公平的最优路径。Educational Equity is the basis of the social equity. It is also the new aim and goal proposed by our Party. The current educational inequity mainly exists on the fields of educational condition, subject and object. All these educational inequitable phenomena have happened in other countries. Base on the British and American experience, to improve and perfect the public Educational Fiscal Law is the best method to solve the inequity of society and bnng about the educational equity.
