省级食品安全监管绩效评估及其指标体系构建——基于平衡计分卡的分析

摘　　要：近年来,我国食品安全事故频发,显示了我国的食品安全状况堪忧,也暴露了我国当前在食品安全监管方面存在的问题。为提高食品安全监管能力,国家制定了很多与食品安全管理相关的法律和政策,食品安全监管绩效评估也正成为中央政府落实食品安全监管制度、监督地方政府食品安全监管绩效的重要手段。本研究针对当前与省级食品安全监管绩效评价相关的理论研究和实践中存在的问题,在分析平衡计分卡理论全方位评价绩效、定性与定量相结合、等特点的基础上,致力于利用平衡计分卡理论模型,初步构建了一套全面的省级政府食品安全监管绩效评价指标体系。从工作业绩、相关利益者、内部管理以及学习与成长四个维度来设计评估指标体系,为我国中央政府食品安全监管部门评价省级政府食品安全监管绩效提供参考,也为省级政府食品安全监管工作提供管理工具和管理思路。In recent years,a series of food safety scandals have been exposed to reveal the serious problems in Chinese food safety regulation,especially for its local authorities.Nowadays,Chinese government tries to establish an effective performance evaluation system for local governments to push them more focus on food safety issues.This paper argues that it is a useful tool for Chinese government to create a performance evaluation indicator system for its provincial governments from BSC perspective.It provides an indicator system to assess its provincial governments performance on food safety maintenance from four dimensions：job performance,stakeholders,inside management and learning growth.This indicator framework based on BSC tool is not only designed for performance evaluation,but also for promoting provincial governments policy outputs for regulating food safety in its region.
