摘　　要：重庆市针对本市住房供需情况制定出了特有的公租房运营模式,由于管理运营时间不长,在具体执行中难免出现种种问题。准入对象扩大化的情况下,摇号分配无法有效并有层次地区分用户住房需求。根据申请人的困难程度,确定各个指标与相对合理指标的数学关系,对各个申请人进行评价和排序的归一化方法应用,将更具现实公平意义。Chongqing developed a unique public rental housing mode in view of the city＇s housing supply and demand situation. But as a new thing, all sorts of problems appear in the concrete implementation unavoidably. In ease of the expanded access object, the lottery cannot level the demand for housing effectively. It is more fair to give each applicant an evaluation and sorting according to difficulty of the applicant, and determine the mathematical relationship between each index and relative reasonable index based on normalization method.
