云南民族自治县农村义务教育均衡发展的成效及经验

摘　　要：云南民族自治县农村义务教育均衡发展取得显著成效,一是义务教育均衡发展环境不断优化;二是普及程度较高,发展水平总体均衡;三是师资队伍建设取得较大进展,教师配置更加均衡,教师队伍性别结构、民族结构、教龄结构、学历结构和职称结构更趋合理;四是教育投入力度不断加大,总体向民族自治县倾斜;五是办学条件不断改善,教育资源配置更加均衡;六是义务教育均衡发展管理运行机制不断优化。总结云南省民族自治县农村义务教育均衡发展的经验,表现在五个方面:一是加强组织领导是实现义务教育均衡发展的重要保障,二是强调教育公平,树立义务教育均衡发展理念,为县域义务教育均衡发展营造良好环境;三是建立县域义务教育均衡发展机制,完善义务教育均衡发展政策体系;四是加强教师队伍建设,建立教师流动机制,推进县域义务教育师资力量基本均衡;五是努力改进管理运行机制。The balanced development of rural compulsory education of ethnic autonomous counties in Yunnan Province has got outstanding achievements. First, the environment for the balanced development of compulsory education is being improved. Sec- ond, its dissemination degree is very high, and its developmental level is generally balanced. Third, Second, the cultivation of teaching staff has gained a big progress, the configuration of teaching staff is more balanced, the compositions of teaching staff＇ s sexes, nationalities, teaching ages, educational backgrounds and professional titles arc more reasonable. Four, the intensity of educational investment is being reinforced and is more inclined to the ethnic autonomous counties. Five, the condition of school operation is being improved and the allocation of educational resources is more balanced. Six, the management and operation of the balanced development of compulsory education is being improved. The experience of the balanced development of rural com- pulsory education of ethnic autonomous counties in Yunnan Province can be summarized to the following five aspects： first, the enhancement of organization and leadership is the significant guarantee for realizing the balanced development of compulsory edu- cation; second, we should emphasize educational equality, promote the idea of the balanced development of compulsory educa- tion and create a good environment for the balanced development of compulsory education in county regions; third, we should build and perfect the development mechanism and policy system for the balanced development of compulsory education in county regions; four, we should improve the construction of teaching staff, build teacher mobility mechanism and promote the basic bal- ance of teachers of county compulsory education; and finally, we should improve the management operation mechanism.
