摘　　要：从种群生态学的共生理论出发研究区域创新体系(RIS)问题是一个比较新颖的视角。据共生理论的要素构成,认为以城市群为基础的区域创新体系具有共生要素特点,即共生单元组成(包含城市之间的以及城市内部的)、共生模式种类及最佳发展模式、共生环境构建(分析了从上至下和从下至上两种方式)等。研究城市群共生的RIS演化有3个方面的途径:横向、纵向以及混合的。据此理论研究结果,对以城市群为基础的RIS建设实践提出初步建议,认为RIS的核心问题就在于一是要落实区域一体化的两个重要方面:区域经济一体化和区域制度一体化;二是要以创新作为区域构建和发展的核心动力。Starting from the perspective of the symbiotic theory of the form population ecology, the paper studies the regional innovation system. It explains the symbiosis theory and proposes that it be a good angle to analyze the RIS-building. According to the elements the symbiotic composed, it analyzes the characteristics of the elements of the regional innovation system in the urban agglomeration-based symbiotic： the symbiotic unit between cities and within cities; the symbiosis model types and the best mode of the development; the symbiotic environment constructed analysis of two ways from the top to the bottom and from the bottom to the top. It describes RIS and analyzes in three ways： horizontal, vertical build the urban agglomeration-based RIS. the evolution of the urban agglomerations symbiotic and mixed. At last it gives some advices of how to
