摘 要:美国教育部2010年3月发布的《改革蓝图》中的中小学教师质量保障政策是基于"为大学和就业而准备"的标准,突显了基础教育公平理念。在中小学教师质量保障政策方面,它主要提出以下措施和策略:(1)强调优秀教师和校长的公平分配,特别是高需求地区优秀教师获得;(2)增加拨款支持教师和校长项目来提高教师教学成效,促进教师公平分配,为有迫切需求的学生平均分配合格教师;(3)通过职业阶梯计划,吸引专家和经验丰富的优秀教师到最需要的学校去,利用他们的专长为其他教师提供培训;(4)将奖励长时间留在高需求地区任教的优秀教师;(5)确保每个教室都有优秀教师,每所学校都有优秀校长;(6)要求在州范围内明确教师和校长的衡量标准,以及在此标准之上建立评价体系。The teacher quality security policy of the primary and secondary school teachers in A Blueprint for Reform released by the Department of Education of the US in March, 2010 is based on college- and career-ready standards to underscore the idea of fair primary education. The major measures and strategies in A Blueprint for Reform are as follows: (1) emphasizing an equitable distribution of outstanding teachers and principals, especially in high demand areas; (2) increasing earmarks to support projects of teachers and principals training to improve teaching quality, promote teachers fair distribution and staff students with qualified teachers in a desperate need; (3) attracting experts and experienced outstanding teachers to schools in need in accordance with career ladder program to train other teachers; (4) rewarding the outstanding teachers working continuously in high demand areas; (5) ensuring an excellent teacher in every classroom and a capable principal in every school; (6) clarifying the clear state measurements and assessments of teachers and principals.
