小型水利工程运行管理机制建设的探讨

摘　　要：市场经济时代,传统的小型水利工程管理模式陈旧、问题突出,已无法满足现有的需求,相应的改革之举亟待落实。基于对该局势的考虑,通过分析我国水利工程的传统管理,并在此基础之上,根据水利工程管理体制改革的要求,以管养分离为原则,探讨了小型水利工程运行管理队伍、日常养护队伍和专业维护队伍的建设,讨论了合同管理、竞争机制、监督机制等运行管理机制的建设,强调了职工技能培训、经费管理、技术研发等工作的重要性,以为后续的改革进程提供相应的参考、借鉴。The era of market economy, the traditional small water conservancy projects, the old management mode, the problem is outstanding, have been unable to meet the needs of existing, to carry out the corresponding reform. Based on the consideration of the situation, through the analysis of the traditional management of water conservancy projects in our country, and on this basis, according to the requirement of the water conservancy engineering management System reform, based on principles of separation of custody, probes into the small water conservancy project management team operation and daily maintenance team affd professional maintenance team construction, and discusses the contract management, competition mechanism, supervision mechanism and other ~peration management mechanism construction, emphasize the staff skill training, the importance of monev management, , technology research and development work, for further reform process, provide the corresponding reference.
