摘 要:改革开放以后,邓小平、叶剑英、陈云等人对中共中央交接班问题进行了大胆探索,推动了中央集体交接班机制的初步形成,使党中央交接班逐步走上了制度化、规范化、程序化的轨道:建立了中央集体领导体制和权力制衡机制:建立退休制、任期制,为中央领导集体的交班创造条件;建立有利于选拔培养年轻干部的制度,恢复中央书记处制度,为中央领导集体的接班创造条件;健全党内民主选举程序,为中央集体交接班提供科学的选人机制。Some CPC leaders such as Deng Xiaoping,Ye Jianying,and Chen Yun have carried on bold exploration in the way of succession of the CPC Central Committee since the reform and opening to the outside world,which initially shaped the mechanism of collective succession and led to its gradually institutionalization,standardization and routinization.Both the system of collective central leadership and mechanism of checks and balances have been established.Retirement system and term system have also been established to create conditions for the succession of the collective central leadership.The cadre system that is in favor of the selection and cultivation of young cadres has been established and the central secretariat system recovered to create conditions for the shift of the collective central leadership.The democratic election procedures within the Party provide scientific mechanism of candidate selection for the collective central succession.
