摘　　要：从志愿组织与政府部门的亲疏关系角度来看,中国志愿组织的演进经历了依附萌芽、调整发展、多样化依附三个阶段。由"志愿失灵"到"志愿残缺",中国志愿组织的运行机制都存在效率损失状态。中国志愿组织的"志愿残缺"问题表现在三方面:一是志愿行动的"事前"层面,存在着组织目标的偏离问题;二是志愿行动的"事中"层面,存在着组织运作的效率低下问题;三是志愿行动的"事后"层面,存在着组织绩效的评价体系残缺问题。From the prospective of the relationship between volunteer organizations and government departments, evolution of China＇s volunteer organization experiences three stages. They are germination, adjustment of development, diversification of attachment. From ＂volunteer failure＂ to ＂volunteer incompletion＂, the management system of China＇s volunteer organization is in the state of efficiency loss. The problems of ＂volunteer incompletion＂ of China＇s volunteer organization are embodied in three aspects. Firstly, ＂before＂ level of voluntary action deviates from organizational objective. Secondly, ＂middle＂ level of voluntary action is in low efficiency of the operation of~ organization. Thirdly, ＂after＂ level of voluntary action is lack of evaluation system of organization performance.
