论香港政党政治的发展空间和限度  

The Space for Development and its Limitations for Hong Kong's Party-based Politics

摘　　要：香港作为中华人民共和国的一个享有高度自治权的特别行政区,在"一国两制"框架内,其政党政治是否具有发展空间是一个值得思考的问题。通过对香港政党性政治组织产生的政治生态考察,以中央对香港民主政治发展的政治承诺作为基本前提,分析了香港政党政治发展存在的空间和限度。研究指出,依据政党政治发展的一般理论并以民主政治发展作为方向的前提下,香港政党政治发展存在着三大空间,但基于香港作为中国的一个特别行政区域的政治定位,其政党政治发展也受到了一定限制。As a special administrative region within the PRC that enjoys a degree of autonomy and operates in a ＂one-state-two-systems＂ framework, whether Hong Kong＇s party politics has room for further development is a question worth considering. The political pledge rendered by China＇s central government and Hong Kong＇s current political landscape seem to point to space for as well as limitations to further development of Hong Kong＇ s party-based politics. Our study notes that, with general theories of party politics development and further democratization as a presupposition, three spatial domains exist for the sustained development of Hong Kong＇s political parties. However, its political status as a special administrative region imposes strong limitations on the free development of Hong Kong＇s party politics.
