从“公共性”到“行政公共性”——基于共同体视角的阐释

摘　　要："行政公共性"是"公共性"这一哲学范畴被引入到行政领域收获的理论成果,也是人类共同体演进和社会公共领域分化的结果。从共同体的视角来看,公共性反映的是人类共同体实现内部平等交往的基本属性和未来发展的目标趋向,它集中体现在人类公共活动领域之中。在人类步入工业文明以后,人类公共活动领域分化为"公共权力领域"和"社会公共领域"两大部分,相应地,公共性也呈现出"强制性共同体的公共性"和"非强制性共同体的公共性"两种情况。这样,"行政公共性"就从人类普遍主义视野下的"公共性"中被剥离和引申了出来,成为一个专门用于描述政府这种强制性共同体在社会公共活动中的关系状态和对其进行价值确认的学术概念,并且在公共行政活动中以"他利性"表现出来。'Publicness of public administration',as the theoretical fruit of introduction of philosophical category 'publicness' to the administrative field,is also the result of human community evolution and social public sphere differentiation.From the community perspective, 'publicness' is the reflection of the basic property of internal equal communication in human community and trend of future development,which is embodied in the field of human's public activities.After the mankind entered the industrial civilization,field of human's public activities was divided into 'field of public power' and 'public sphere' two parts,accordingly, 'publicness' also presented the 'mandatory community publicness' and 'non-mandatory community publicness' two cases.In this way, 'publicness of public administration ' was stripped and extended out from the perspective of human universalism 'publicness',became an academic concept which special used to describe the relationship state of government as a mandatory community in the social public activities and makes value recognition,and showed as 'altruism' in public administrative activities.
