摘　　要：在高校教书育人、科学研究、服务社会和文化传承四大功能体系中,教学处于中心地位。没有教学就没有学校,教学不强就谈不上学校强。科学研究是高校的基本职能之一,对于提升教师素质,提高教学质量,服务公安实践,扩大学校学术影响等都具有十分重要的作用。With four functional system of teaching, scientific research, serve for the society and cultural inheritance in college, teaching is in a central position. No teaching, no school, far from the school teaching is not strong. Scientific research is one of the basic functions of colleges and universities, to improve teachers quality, improve the teaching quality, the service of the public security practice, expand school academic influence and so on all has the very important role.
