摘 要:目的:探讨乡镇卫生院绩效考核适宜方案及其实施效果。方法:调研分析安徽省105个县(市、区)的乡镇卫生院2012年绩效考核资料、近4年相关财务与统计数据。结果:安徽省乡镇卫生院普遍建立了绩效考核机制,基本药物制度实现了全覆盖,新农合制度持续巩固发展,基本公共卫生服务均等化全面推进;2009—2012年乡镇卫生院医疗服务效率和综合业绩稳中渐升。结论:为巩固基层医改成果,需要健全绩效考核方案,完善分配激励机制;加强绩效管理,提高综合服务效率。Objective: To discuss on the appropriate performance evaluation solution and implement effects. Methods: Investigate and analyze the data including 105 counties (cities, districts) on township health center performance evaluation, financial and relational statistical information during recent 4 years in Anhui province. Results: The performance evaluation mechanism has been generally established in all township health center in Anhui, essential medicines system has been completely covered, new rural cooperative medical system kept sustainable development, the equalization of basic public health services would work on fully promotion, but township health center medical service efficiency and general performance increased gradually from 2009 to 2012. Conclusion: To consolidate the fruits of new medical reform, it needs to improve performance evaluation solution, implement incentive mechanism;strengthen performance management and enhance the efficiency of comprehensive service.Abstract Objective: To discuss on the appropriate performance evaluation solution and implement effects.
