区域竞合论——区域关系分析的新视角

摘　　要：区域关系包括区域冲突、区域竞争与区域分工等多个侧面。国内学术界以往关于区域关系的研究仅指后者,而对前者均持负面或批评态度,认为是不顾大局、缺乏理性的行为。这显然不是对待区域关系的科学的做法。事实上,国际学术界在研究区域关系时,不仅对区域分工进行了充分的研究,同时对区域竞争也进行了非常详尽的研究,两者的研究历史一样久远。研究认为,区域利益是区域关系分析的基础,不同区域之间既存在共性、合作的一面,同时也存在内在的冲突的一面。因此,区域冲突与区域分工是区域关系的常态性的两大表现。据此,区域关系可表述为竞争基础上的合作关系,简称竞合关系。科学的区域规划,不能仅强调整体利益,更应充分体现各自的区域利益,应在整体利益与局部利益两者之间找到结合点,从而使区域规划更具可操作性。The regional relationships have many aspects, which include regional conflict, regional competitiveness and regional division. The domestic academia always thought research on regional relationships are mainly refer to regional division, and they have a negative/critical attitude to regional conflict and regional competitiveness, which are perceived a behavior of neglectful of the overall situation, lack of rational. Obvious, it is not scientific attitude for regional relationships. In fact, both regional division and regional competition have got a full and detailed research and a long history when the international academia focused on regional relationships research. This paper presented that regional profit is the basis of regional relationships analysis, and different regions have the cooperativeness relationships, but also have the inner conflict relationships, which means that regional conflict and regional division are the two normal sides performance of regional relationships. According to discusses above, regional relationships can be expressed as the competition on the basis of cooperation, for short as ＂cooper-competition relationship＂. As a concluding, the scientific regional planning should be stressed the overall profit and fully reflect regional profit more at the same time, and should find combining site between them, which would make it more operability.
