摘　　要：随着国家对中部地区崛起战略规划的出台,表明国家对中部地区经济的发展已经从战略部署的阶段过度到政策支撑的阶段,信阳作为中部地区的交通要塞其地理位置得天独厚。本文从信阳农电用工的现实生产、生活和工作环境入手,以人力资源的观察视角探讨农电用工的人力资源环境,并希望以点代面探讨经济不发达地区煤矿农电用工人力资源的环境,为其他政策的出台、人力资源的管理和农电用工的规划提供资料和建议。Along with the country the rise of the central region strategic planning come on stage, that the nation of the central region economic development has from the strategic deployment of the phase transition to a policy support phase, of xinyang as central traffic tort its its unique geographic position.
