中小企业财政支持政策评价指标体系的理论框架分析

摘　　要：构建中小企业财政支持政策评价指标体系,对于中小企业发展和国家财政支持政策的完善具有重要意义。基于政策分析视角,构建相对完善的中小企业财政支持政策评价指标体系,应从政策制定评估、实施评估和绩效评价等三个方面展开,并且应充分考虑定性指标和定量指标。综合利用ANP方法与模糊综合评价方法来评价中小企业财政支持政策具有较大的应用前景。It is meaningful for the development of SMEs and the improvement of state financial support policies to build SMEs＇ fiscal policy evaluation system. This article constructs a relatively complete evalua-tion index system for policy analysis from the formulation, implementation and performance of the SMEs＇ financial support policy. The SMEs＇ financial support policy evaluation index is composed by qualitative and quantitative indicators. There will he a large application prospect to evaluate SMEs＇ financial support policies by using ANP-Fuzzy comprehensive evaluation method.
