摘　　要：基于过程控制的高校科研经费监管强调理念、对象、方法是对监管过程产生重大影响的三大因素,据此,建立起包含监管过程、关键节点、影响因素三维坐标构成的高校科研经费监管过程控制体系模型。基于过程控制理论,高校科研经费监管应做到端正监管理念、明确监管对象和采用综合性的监管方法。Regulation of university research funds based on process control emphasizes concepts, objects, and methods. These three factors have a significant impact on the regulatory process. Accordingly, this paper established a process control system model for the regulation of university research funds. This model includes the dimensional coordinates consisted of regulatory process, the key nodes, and factors. Based on process control theory, university research funds supervision should be done by correcting regula- tory philosophy, specifying regulatory targets, and using integrated regulatory approach.
