生态文明建设视域下的公众参与

摘　　要：生态文明建设是全面建设小康社会的新要求。生态文明建设需要政府发挥主导作用,但也需要公众的广泛参与。公众参与生态文明建设不仅有利于培养公众的生态环境保护意识,提高公众素养,同时也有利于保障公众生态权益,促进行政决策民主化。我国在生态文明建设过程中存在一些公众参与的制约因素,我们应从制度层面、意识层面、组织层面提高公众参与的水平。The construction of ecological civilization is the new requirement for a moderately prosperous society in a well-rounded way. The construction of ecological civilization needs the guidance from government and the wide public engagement as well. The public engagement and the construction of ecological civilization is not only good for the cultivation of the public awareness of the protection of ecological environment and the enhancement of the public literacy but also good for the guarantee of public ecological rights and the promotion of the democratization of admin- istrative policy making. This thesis first expounds on the meanings of the public engagement in the construction of ecological civilization. Then it analyzes the factors restraining the public engagement in the construction of ecological civilization. This thesis finally puts forward some suggestions for raising the level of public participation in the eco- logical civilization in terms of system, ideology and organization.
