摘　　要：中央财政决定2013年起，安排资金启动我国西部地区沙化土地补助试点工作。文章阐述了开展沙化土地封禁保护补助试点工作的重要意义，提出了以“封”和“禁”为主、人工促进为辅，先易后难、稳步推进，地方投入为主、中央适当补助等原则，并提出选定试点区域、突出试点建设重点、合理确定试点年限、确保资金不留缺口等政策建议。Since 2013, the central government decided to allocate funds to start China＇s western region of desertifi- cation land subsidies pilot work. This paper expounds the important work of desertification land banned subsidies pilot protection, put forward to ＂seal＂ and ＂forbidden＂ supplemented, artificial promotion, after the first difficult, steady progress, where investment is given priority to, the central principle such as the appropriate allowance, and put forward the selected pilot area, suddenly attack pilot important, reasonable fixed number of year, no funding gap and so on.
