摘  要:近年来,土地财政一直是各方热议的焦点。人们关注土地财政的基本原因可能是土地财政过于兴盛、土地出让收入高涨与政府经常性收入和房价高企合并产生的"叠加效应"、土地财政运行加剧了地方财政风险等。土地财政的繁荣有其背后的客观供求因素。土地供给紧张和需求强势是造成土地财政旺势的基本原因,政府政策仅是次要原因。基于对我国建设用地供求关系会持续紧张的考量,我国土地财政的未来走势应该是总体维持繁荣,局部和个别年份出现高位调整。Recently, land finance has been the focus of heated debate for all parties concerned. People are concerned about this problem because land finance is excessively prosperous. The rise of land transfer revenue, government' s regular revenue and high housing price have multiple impacts on local government' s finance, in other words, land finance has aggravated local government' s financial risks. The prosperity of land finance has the objective factors of supply and demand. Short supply of land and great demand for land are the basic reason for the promising trend of land finance, and government' s policy is only the secondary reason. Considering the continuing tense relationship between supply of and demand for urban construction land, the article thought that China would maintain the general promising trend of land finanee and volatility might appear to some extent in some years.
