浅谈我国实现包容性增长的路径选择——基于效率与公平的视角

摘　　要：包容性增长理论是20世纪后期提出的一种新的发展观,是人类为克服一系列经济和社会发展问题以及它们之间关系的失衡所做出的理性抉择。论文从包容性增长的内涵出发,阐述了包容性增长理念的形成背景和时代价值,指出包容性增长是科学发展观的生动体现和构建社会主义和谐社会的有效途径,在此基础上,从以公正促进效率和公平的角度,提出了以科学发展观统领全局、转变政府职能、完善教育就业竞争机制、健全社会保障制度、转变经济发展方式、加强法制建设等建议及对策,谋求以此来实现包容性增长的现实目标。Inclusive growth theory is a new theory that was put forward in the late 20th century,and it is a reasonable choice that human being made to overcome a series of economic and social development problems and losing relationships among them.This text is from the content of inclusive growth and elaborates formation background and age value of inclusive growth concept,pointing out that inclusive growth is the vivid reflection of scientific development,an effective way to construct a socialist harmonious society and conducive to maintain world peace and development.On this basis,with justice from the angle of promoting efficiency and fairness,put forward suggestions and countermeasures that guiding the whole situation by the scientific development concept,transforming government functions,perfecting education employment competition mechanism,improving the social security system,transforming the mode of economic development and strengthening the legal system construction,so as to realize the realistic objectives of inclusive growth.
