对我国成人高等教育发展的再思考

摘　　要：通过对我国成人高等教育发展现状及困境的全面分析,认为在经济社会发展转轨转型、高等教育从大众化向普及化迈进的过程中,成人高等教育要适应、促进经济社会的发展,并实现自身良性发展,需要对成人高等教育进行准确定位,充分发挥国家对成人高等教育发展的宏观调控功能;建立健全质量保障体系,规范成人高等教育的办学行为;引入市场机制,转变办学模式;合理配置和优化成人高等教育资源;提高办学层次,强化方便、灵活、个性化的教育服务;实行注册入学,搭建起开放的终身教育"立交桥";增加经费投入,增强成人高等教育的公益性。Through the reflection on the development status quo and dilemma of our country＇s adult higher education, the article holds the view that with China＇s transition in economic and social devel- opment and mass education transforming into popularization education, to adapt to and to promote eco- nomic and social development, and to realize its own good development, adult higher education needs the following reform： repositioning itself and the government should play full role of macro-control; quality assurance system should be established and perfected and the running behavior of adult higher education should be regulated; we should introduce market mechanism, alter-managing mode, allocate education resources reasonably and constantly, optimize adult higher education resources; open enrol- ling should be taken to set up lifelong education ＂flyover＂ ; funds investment should be increased to enhance public welfare of adult higher education.
