摘 要:面对知识社会的来临,作为知识密集型机构的政府应是具备学习创新能力的服务型政府,政府服务的质量和效率依赖于知识的有效共享和利用。迈克尔·波兰尼的默会认识论为政府知识管理提供了一个新视角,政府知识管理模式包括政府知识获取的"边实践边学习"模式、政府知识传播的"导师制"模式和政府知识共享的"知识网络"模式。政府知识管理的定位和表达,有利于将新知识高效地应用于政府在社会各个领域的管理实践,提高政府知识管理的效能和服务效率。With the coming of a knowledge-based society, Government as knowledge-intensive institution should become more service-oriented and equipped with learning ability and innovation. The quality and efficiency of government services depends on effective sharing and use of knowledge. Michael Polanyi's theory of tacit knowledge has provided a new perspective for Government's knowledge management. Government knowledge management mode includes the "learning-by-doing" mode in acquisition of government knowledge, the "mentoring" mode in dissemination of government knowledge and the "knowledge network" mode in government knowledge sharing. An appropriate positioning and expression of government knowledge management is beneficial to the efficient application of new knowledge to its management practices in various fields and will enhance its service effective-ness.
